United Nations, United States: The UN General Assembly on Wednesday overwhelmingly adopted a resolution that “demands” Russia “immediately” withdraw from Ukraine, in a powerful rebuke of Moscow’s invasion by a vast majority of the world’s nations.

After more than two days of extraordinary debate which saw the Ukrainian ambassador accuse Russia of genocide, 141 out of 193 member states voted for the non-binding resolution.

China was among the 35 countries which abstained, while just five — Eritrea, North Korea, Syria, Belarus and of course Russia — voted against it.

The resolution “deplores” the invasion of Ukraine “in the strongest terms” and condemns President Vladimir Putin’s decision to put his nuclear forces on alert.

The vote had been touted by diplomats as a bellwether of democracy in a world where autocracy is on the rise in countries from Myanmar to Venezuela, and came as Putin’s forces bear down on Kyiv while terrified Ukrainians flee.

“They have come to deprive Ukraine of the very right to exist,” Ukraine’s ambassador Sergiy Kyslytsya told the Assembly ahead of the vote.

“It’s already clear that the goal of Russia is not an occupation only. It is genocide.”

Putin launched the full-scale invasion of Ukraine on February 24. Moscow has pleaded “self-defense” under Article 51 of the UN Charter.

But that has been roundly rejected by Western countries who accuse Moscow of violating Article 2 of the Charter, requiring UN members to refrain from the threat or use of force to resolve a crisis.

The text of the resolution — led by European countries in coordination with Ukraine — has undergone numerous changes in recent days.

It no longer “condemns” the invasion as initially expected, but instead “deplores in the strongest terms the Russian Federation’s aggression against Ukraine.”

‘Who will be next?’

It also makes clear the United Nations is “condemning” Putin’s decision to put his nuclear forces on alert, a move that ignited an immediate outcry from the West.

Nearly every General Assembly speaker unreservedly condemned the war and the risks of military escalation.

“If the United Nations has any purpose, it is to prevent war,” the US ambassador, Linda Thomas-Greenfield, said during her speech on Wednesday.

She accused Russia of “preparing to increase the brutality of its campaign.”

“We’ve seen videos of Russian forces moving exceptionally lethal weaponry into Ukraine, which has no place on the battlefield that includes cluster munitions and vacuum bombs, which are banned under the Geneva Convention,” Thomas-Greenfield said.

Russia’s ally Belarus offered a staunch defense of the invasion, however.

Ambassador Valentin Rybakov blasted sanctions imposed by the West on Russia as “the worst example of economic and financial terrorism.”

And he followed other Russian allies such as Syria in condemning the “double standards” of Western nations who have invaded countries including Libya, Iraq and Afghanistan in recent decades.

Other speakers cited fears of a domino effect should Ukraine fall to Russia. Colombia railed against any return to “empire,” while Albania wondered: “Who will be next?”

From the Arab world it was Kuwait, itself the victim of an invasion by Iraq in 1990, whose denunciation of Moscow was the most explicit, with the rest of the Middle East remaining in the background.

China, India abstain

Japan and New Zealand led condemnation from Asia, but the continent’s giants — China, India and Pakistan — all abstained. During the debate Beijing had stressed the world had “nothing to gain” from a new Cold War.

On the meeting’s sidelines, Washington has taken aim at Russians working at the United Nations, leveling accusations of espionage and demanding expulsions.

US President Joe Biden asserted Tuesday in his State of the Union address that Putin had underestimated the response to the invasion.

“He rejected efforts at diplomacy… And, he thought he could divide us here at home,” Biden said.

“Putin was wrong. We were ready.”

Europe is making once-unimaginable decisions to counter Putin’s aggression

(CNN)Whatever the ultimate outcome of Russia’s invasion of Ukraine, President Vladimir Putin has succeeded in one thing: the security map of Europe has been fundamentally altered and things will never return to the way they were before.

Across the continent, and most notably within the European Union, decisions have been taken that would have been unthinkable just a few weeks ago. In the space of a few days, Brussels went further in its quest to become a geopolitical power in its own right than it had in decades.

The shock of war returning to the continent has unified the EU’s 27 member states, as the bloc approved not only the strongest package of sanctions it has ever imposed, but also agreed to buy and supply weapons to the Ukrainians.

Historically, the bloc has been divided over exactly how much central control Brussels should have over foreign policy. This has stood in the way of the EU’s lofty global ambitions, as policy proposals were watered down in negotiations or simply vetoed. And according to research by the UK House of Parliament, the vast majority of EU member states that are also members of NATO have not hit their 2% defense spending target for well over a decade.

“The crisis in Ukraine has shattered the illusion that security and stability in Europe comes for free,” one senior European diplomat told CNN. “When there was no real threat, geopolitics seemed remote. Now there is a war on our border. Now we know we have to pay up and act together.”

It isn’t just Putin’s aggression that has woken Europe from its slumber. The diplomat explained that in conversations with counterparts, officials had taken note of the lead that US President Joe Biden has taken in coordinating the West’s response.

“A big fear in European capitals: what would have happened if Biden wasn’t in the White House at the moment? No one seriously believes that Trump would have handled this well and we may have him or someone like him back in a couple of years.
Effectively, that means we have to assume we are alone,” the diplomat added.

Perhaps the most significant and symbolic shift in the past few days came from Germany. The EU’s wealthiest and arguably most powerful member state announced it will more than double its defense spending, with its 2022 military budget expected to stand at $100 billion.

Not long ago, most German politicians — and a number of politicians across Europe — were uncomfortable with the idea of the country having a large military presence for obvious historical reasons.

Again, the situation in Ukraine has changed everything.

“Based on the conversations of the last few days, most European leaders now seem comfortable with a massive German army if its anchored firmly within the EU,” the diplomat says, pointing out that only a few months ago even putting the words EU and army in the same sentence would spark outrage in most of Europe’s capitals.

A cynic might think that Europe’s unity and decisiveness has only come about because of a unique crisis and once-in-a-generation threat to the continent’s security.

However, multiple European and NATO officials told CNN that there is no outcome in which Europe can simply go back to how things were.

If Ukraine does fall, then a belligerent Russia will have hugely expanded its land border with the European Union.

But were it to hold firm and force Russian troops out, then a wounded and unpredictable Putin sits and broods in the Kremlin. And as former White House adviser on Russia, Fiona Hill, told Politico this week, when asked if she thought Putin would use his nuclear weapons, in her assessment, “Yes, he would.”

A senior Brussels official told CNN that even now, its member states are finding Russian influence too close for comfort. “Finland shares a huge land border with Russia. Romanian fleets share the Black Sea with the Russian navy. After months of people saying he wouldn’t go into Ukraine, he did. This is a genuinely very scary situation.”

The official explained that over the course of the past week, “decisions that would have taken years took a matter of days because Europe has been changed forever. We simply don’t have time for inaction and complacency any more.”

Another notable shift that has taken place behind the scenes in Brussels is the attitude of the EU’s so-called “neutral nations” (Austria, Ireland, Finland and Sweden). These are countries that consider themselves to be militarily non-allied, even if they are politically allied with the EU and its global allies.

“I think we now understand that making a point of being neutral and not a part of NATO doesn’t mean you are safe,” a senior EU adviser in foreign affairs told CNN.

One of the main reasons that the Western response, especially in Europe, has been so unusually coordinated is that the EU and NATO have operated unexpectedly well. Officials in both institutions said this is because for the first time that many of them could remember, both institutions stuck to their competences and worked in lockstep.

Brussels has resisted using the crisis to call for an EU army, something which has led to bitter arguments among the member states historically. Some believed it would undermine NATO and make Europe less safe, while others suspected that those most in favor would use it to drive a particular vision of Europe as a federal state.

A government official from one of the EU’s neutral member states said that most people now accept that there would be no “additional advantage to an EU army. Our strongest weapon is economic sanctions, whereas NATO can do the political and military strategy.”

They added that the “important thing for now is ensuring that the relationship between the EU and NATO continues to work well” in the following months, calling the combined response to the Ukraine crisis a “blueprint” for the future.

Europe’s thinking on defense, security and foreign affairs has evolved light years in the matter of a few days. It is now waking up from a decades-long dream that the stability provided by an interconnected world would prevent war breaking out and that, should the worst happen, America would sort it out.

There are many painful months ahead, no matter how this crisis ends. And if Europe is to emerge from them stronger and safer, then it needs to build on the progress made in the past few weeks.

If it fails to do so and returns to the wishful thinking of the past, then it might find the next crisis to befall the continent cannot be fixed by quickly putting together sanctions and throwing money at a third party as it has with Ukraine. And especially so, if that crisis happens within the bloc’s own borders.

Ukraine on Wednesday sharply raised the number of civilians killed in the Russian invasion to over 2,000 as the country contested Russian claims of capturing the port of Kherson and reported an escalation in attacks on many cities.

Here are the 10 latest developments in this story:

Russia said on Wednesday it had captured Kherson, a southern provincial capital of around 250,000 people strategically placed where the Dnieper River flows into the Black Sea.
Ukrainian President Volodymyr Zelenskiy’s advisor Oleksiy Arestovych denied Kherson was fully under Russian control, saying: “The city has not fallen, our side continues to defend.”
In Ukraine’s second-largest city Kharkiv – which Indians have been asked to evacuate at all costs by 6 pm local time – an airstrike on Wednesday morning brought down the roof of a police building. Russian paratroopers landed in the city, triggering clashes in the streets, Ukrainian forces said. Authorities said 21 people were killed by shelling and airstrikes in the city in the past 24 hours, and four more on Wednesday morning.
Also in the south, Russia was bombarding the port of Mariupol, which it says it has surrounded in a ring around the entire Sea of Azov. The besieged city’s mayor said Mariupol had suffered mass casualties after a night of intense strikes. He gave no full casualty figure but said it was impossible to evacuate the wounded.
On the other two main fronts in the east and north, Russia so far has little to show for its advance, with Ukraine’s two biggest cities, Kyiv and Kharkiv, holding out in the face of increasingly intense bombardment.
In Kyiv, the capital of 3 million people where residents have been sheltering at night in the underground metro, Russia blasted the main television tower near a Holocaust memorial on Tuesday, killing bystanders.
President Zelenskiy, in his latest update to his nation, said that attack proved the Russians “don’t know a thing about Kyiv, about our history. But they all have orders to erase our history, erase our country, erase us all.”
Russia said it had sent delegates for a second round of peace talks in Belarus. Ukrainian President Volodymyr Zelenskiy said Russia must stop bombing if it wanted to negotiate.
Apple, Exxon, Boeing and other firms joined an exodus of international companies from Russian markets that has left Moscow financially and diplomatically isolated since President Vladimir Putin ordered the February 24 invasion.
More than 2,000 civilians have been killed in the Russian attack which has destroyed hospitals, kindergartens and homes, according to the Ukrainian emergency service. Over 900,000 Ukrainians have fled the country since the assault began, Europe’s fastest displacement of people for decades.

Apple, Nike and Google join brands limiting services

Apple has become the latest major firm to halt all product sales in Russia, in a widening corporate backlash to the country’s invasion of Ukraine.

The tech giant was said it was “deeply concerned” about the Russian invasion and stands with those “suffering as a result of the violence”.

Apple Pay and other services such as Apple Maps have also been limited.

Nike did not comment on the conflict but customers are no longer able to order its products online.

An automated message said Nike was halting online orders because it could not guarantee delivery of goods to customers in Russia.

However, the website directed customers to their nearest Nike stores.

One Ukrainian member of parliament, Lesia Vsylenko, tweeted that the sportswear giant’s move was a great example of how private companies could impose sanctions against Russia.

A series of high profile brands have pulled back from Russia in recent days, including film studios, carmakers and technology firms.

Google has removed Russian state-funded publishers such as RT from its features.

Mobile banking apps in Russian, such as Russia’s VTB Bank’s app, may soon not function fully on devices using Apple’s iOS operating system, according to news agency RIA.

Apple said in a statement that the firm had disabled both traffic and live incidents in Apple Maps in Ukraine as a “safety and precautionary measure for Ukrainian citizens”.

Last week, Ukrainian Vice Prime Minister Mykhailo Fedorov published an open letter to Apple on Twitter, in which he asked Apple to cut Russia off from its products, services, and App Store.

Apple’s iPhones are the third best-selling smartphone in Russia, representing about 15% of sales, according to market intelligence provider IDC, but represent only a tiny fraction of Apple’s worldwide revenue.

Earlier, Google restricted news firms funded by the Russian government from advertising tools and some features on YouTube.

“We are committed to complying with all sanctions requirements and we continue to monitor the latest guidance,” the company wrote in a blog post.

The company also told the BBC that Google Pay had been limited in the country – for those using sanctioned banks. Google has not, however, blocked Google Pay in Russia.

Google also said “most of our services (like Search, Maps and YouTube) currently remain available in Russia, continuing to provide access to global information and perspectives.”

Apple is generally fairly good at keeping its head down when it comes to global affairs.

For example, it has faced criticism for not standing up to China over its treatment of Uyghurs.

This move then is significant, and unusual, by the iPhone maker.

One by one global brands have been moving to distance themselves from Russia – making the country look more and more isolated.

But it was by no means certain that Apple would make this move. The company had started to receive criticism for its relative silence on Ukraine.

The BBC had reached out to Apple for comment, but had not received a reply until this announcement.

There are many phone companies in Russia, and plenty of alternatives to Apple products.

People with iPhones will also still be able to use the App Store – the pause in sales will not have a huge immediate impact.

But as brands desert Russia, its citizens will begin to notice that products they used to buy, simply aren’t available anymore.

Firms cutting off Russia

Meanwhile, the Finnish network equipment maker Nokia said it would stop deliveries to Russia to comply with sanctions imposed on the country following the invasion of Ukraine.

On Monday, Netflix also said it had “no plans” to add state-run channels to its Russian service. Russian regulations had required it to carry 20 free-to-air news, sports and entertainment channels in the country.

The biggest shipping firms in the world, Danish Maersk and Geneva-based MSC, also suspended container shipping to and from the country on Tuesday. The UK has also banned ships from Russia in its updated sanctions.

Russia supplies a sixth of the world’s commodities so will now be cut off from a significant part of shipping trade.

Motorbike firm Harley-Davidson also suspended business and shipments of its bikes to Russia.

And US plane manufacturer Boeing Co said on Tuesday it was suspending parts, maintenance and technical support for Russian airlines – as well as major operations in Moscow after Russia’s invasion of Ukraine.

Russian forces claim control of key port city and begin to surround others

Russia’s invasion of Ukraine took a heavy toll on civilians on Wednesday as residential neighbourhoods were bombed and key cities surrounded.

The Russian military claimed it was in control of Kherson, a strategically important port city near Crimea.

Russian forces also appeared to be surrounding key cities including Kharkiv and the port city of Mariupol.

Ukraine’s president Volodymyr Zelensky called his people a “symbol of invincibility”.

Mariupol, in the south east, was under constant shelling on Wednesday, its deputy mayor Sergiy Orlov told the BBC.

“The situation in Mariupol is awful, we are near to a humanitarian catastrophe. We have been under more than 15 hours of continuous shelling without any pause,” he said.

“The Russian army is working through all their weapons here – artillery, multiple rocket launch systems, airplanes, tactical rockets. They are trying to destroy the city.”

Mr Orlov said Russian forces were several kilometres from the city on all sides, and strikes on key infrastructure had cut water and power supplies to parts of the city. One densely populated residential district on the city’s left bank had been “nearly totally destroyed”.

“We cannot count the number of victims there, but we believe at least hundreds of people are dead. We cannot go in to retrieve the bodies,” he said. “My father lives there, I cannot reach him, I don’t know if he is alive or dead.”

Ukraine’s emergency services said more than 2,000 civilians had been killed so far during the Russian invasion, though the BBC was not able to independently verify the figure. The UN said on Tuesday that at least 136 civilians have been killed, thought it estimates that the actual toll is higher.

Mr Zelensky said on Wednesday that Russia was attempting to “erase” his country.

Russia’s defence ministry said on Wednesday that its forces were in total control of Kherson, a city of nearly 250,000 people just north of Crimea, the peninsula annexed by Russia in 2014. Local authorities said Kherson was still under Ukrainian control.

Larysa Pavlovska, a 58-year-old paramedic in Kherson, said her part of the city was quiet on Wednesday but other parts were smouldering after intense overnight shelling and some residential districts had been “bombed out”.

“Local residents say Russian armoured vehicles can be seen moving in the city, people say about 50 units,” she said. “They have been spotted by the state regional administration building.”

Video footage verified by the BBC appeared to show Russian troops in the centre of Kherson.

Inesa Chamlai, the deputy head of the emergency aid centre in Kherson, said Russian troops had prevented them taking a wounded 55-year-old man to hospital. The man stepped on a mine and lost his leg, Mr Chamlai said.

“Our ambulance team was dispatched but was then prevented by Russian troops from taking the man to hospital,” he said. “The soldiers ordered to bring him back to his house where he will definitely die.”

Ukrainian forces said Russian paratroopers had landed near the eastern city of Kharkiv on Wednesday, leading to street fighting on the outskirts of the city. Local officials said a cruise missile hit a city council meeting, blowing off the top of the building and wounding three. At least 18 people have been reported killed in the city in the past day.

Residents fleeing Kharkiv, Ukraine’s second-most populous city, told the BBC they were experiencing heavy aerial bombardment.

“It is exhausting and terrifying living under this pressure,” said Iryna Ruzhynska, 40, who was sheltering with her family in her second-floor apartment on Wednesday.

“We have put scotch tape on the windows and pillows by the window stills,” Ms Ruzhynska said. “We don’t turn on the lights, only the torches on our phones. We managed to go to the store yesterday, but we queued for four hours and there was virtually no food left.”

There were growing fears in the capital Kyiv over a 40-mile long convoy of Russian military vehicles just 15 miles north of the city, though US officials said on Wednesday the column was barely moving. Russia’s air force struck a television mast in the capital on Tuesday, killing five people at the site of a Nazi massacre which killed over over 33,000, mostly Jews, and a missile strike west of Kyiv, in the city of Zhytomyr, killed four people including a child, a Ukrainian official said.

President Zelensky, who is Jewish, condemned the strike at Babi Yar, the site of the massacre, accusing the Russians in a statement on Wednesday of trying to “erase” Ukrainians.

“They know nothing about our capital. About our history. But they have an order to erase our history. Erase our country. Erase us all,” he said.

A UK government spokesperson said Prime Minister Boris Johnson spoke to Mr Zelensky on Wednesday “to condemn the abhorrent attacks on Ukraine in the recent hours and days”.

In an address on Tuesday, the US president Joe Biden called Russian President Vladimir Putin a “dictator” and promised “robust action to make sure the pain of our sanctions is targeted at Russia’s economy”.

Nearly a week after invading, Russia is facing increasing economic turmoil at home as it is hit by increasing sanctions. Some Russian banks have been excluded from the international SWIFT payments system and Russia’s central bank may face efforts to prevent it accessing £470 billion ($630 billion) of foreign reserves.

The Moscow Stock Exchange remained closed for the third day in a row on Wednesday as authorities tried to limit the impact of the sanctions.

“The Russian economy has suffered a serious blow,” Kremlin spokesman Dmitry Peskov said, insisting that it was “still standing”.

Russian primary school children detained for anti-war protest

When I saw reports and photographs on Tuesday suggesting that primary school children had been arrested by police in Moscow for laying flowers at the Ukrainian embassy and holding signs saying “No to war” I refused to believe it was real.

But now it has been confirmed by the Nobel prize-winning newspaper Novaya Gazeta. In an update the newspaper says the children have since been released.

The images show the children with officers behind metal bars, perhaps in a police vehicle, and then in a police station, holding their flowers and placards.

The Kremlin appears to be taking increasingly draconian measures to try to keep a grip on its war narrative.

Moscow: Russia said on Tuesday it would retaliate over the US expulsion of 12 of its diplomats at the United Nations for alleged spying.

Foreign Ministry spokeswoman Maria Zakharova said the US action “will not remain without a proper reaction and an answer – not necessarily symmetrical.”

The United States said on Monday the expelled diplomats were “intelligence operatives” who had been “engaging in espionage activities that are adverse to our national security.”

Ukraine President Tells Biden: “Must Stop Aggressor As Soon As Possible”

Kyiv: Ukraine’s President Volodymyr Zelensky said Tuesday in a phone call with US President Joe Biden that it was important to stop “aggressor” Russia as soon as possible.

“Just had a conversation with the US President. The American leadership on anti-Russian sanctions and defence assistance to Ukraine was discussed,” Zelensky said on Twitter following the call.

Russia Says “Danger” Of Ukraine Acquiring Nuclear Weapons Needed Response

Geneva: Russia’s foreign minister told a Geneva disarmament meeting on Tuesday that Ukraine has been seeking to acquire nuclear weapons, a “real danger” that needed a Russian response.

Russia invaded Ukraine on Thursday in what it called a special operation to demilitarise and “denazify” the country – a justification dismissed by Kyiv and the West as propaganda.

“Today the dangers that (Ukrainian President Volodymyr) Zelenskiy’s regime pose for neighbouring countries and international security in general have increased substantially after the authorities set up in Kyiv have embarked upon dangerous games related to plans to acquire their own nuclear weapons,” Russian Foreign Minister Sergei Lavrov told the Conference on Disarmament in a video address.

“Ukraine still has Soviet nuclear technologies and the means of delivery of such weapons. We cannot fail to respond to this real danger,” he said, also calling for Washington to rebase its nuclear weapons from Europe.

He delivered the speech to a thin crowd after many diplomats including France and Britain staged a walk-out to protest Russia’s invasion of Ukraine as they did at a parallel UN meeting in Geneva on Tuesday.

They stood in a circle outside the meeting for the duration of Lavrov’s speech, holding a Ukrainian flag. Lavrov was supposed to attend the session in person but the visit was cancelled, with Russia accusing unidentified EU states of blocking his flight path.

Earlier, a minute of silence was held for the victims of fighting in Ukraine.

Russia’s invasion of Ukraine has enlivened the deadlocked arms negotiating forum that has failed to reach a deal in decades despite holding over 1,600 plenary meetings.

At the same meeting, Ukraine’s foreign minister accused Russia of war crimes through its shelling of his country and the ambassador called for a special meeting to address Russian aggression and weapons of mass destruction.

A copy of the request seen by Reuters said the meeting would address the “the use of conventional weapons against the civilian population as well as nuclear and other WMD threats” and called for concrete and specific actions.

It said the request was supported by “numerous other” members of the 65-member body, without naming them. Russia’s delegate objected to the meeting.

Five Killed In Russian Missile Strike On Ukrainian Capital’s TV Tower

Kyiv: An apparent Russian airstrike aimed at Kyiv’s main television tower killed five people on Tuesday, officials said, knocking out some broadcasts but leaving the structure intact.

After a blast sounded around the city and smoke was seen rising in the Babi Yar district, the emergencies service said five people were also injured in the attack.

Ukrainian officials released footage of charred bodies and cars damaged by the strike, which came during a surge of Russian attacks on Ukraine’s second city of Kharkiv.

“To the world: what is the point of saying ‘never again’ for 80 years, if the world stays silent when a bomb drops on the same site of Babi Yar,” Ukrainian leader Volodymyr Zelensky asked in a tweet.

“Once again, these barbarians are murdering the victims of Holocaust!”

The tower is based near the Babi Yar ravine where more than 30,000 were slaughtered by the Nazis during World War II.

The tragedy is commemorated by a memorial statue and is a site of pilgrimage for many Jews.

Ukrainian officials accused Moscow of threatening the memorial.

Kyiv mayor Vitali Klitschko said the attack damaged the tower’s transformer substation, which provides it with electricity, as well as some of its hardware.

The interior ministry said that back-up systems would be put into operation to restore programming.

Most Ukrainian channels appeared to be functioning normally about an hour after the strike.

Earlier, the Russian defence ministry spokesman had said that Moscow’s forces would hit technological infrastructure in Kyiv “to suppress information attacks on Russia”.

But the targets he cited — the SBU security service and the army psychological operations unit — did not include the civilian-run television tower in the capital.
